Construction Plans for Monroe and Lincoln

Construction season is in full swing! The City of Spokane is starting work on the Monroe/Lincoln Street Couplet this month. This phase of construction includes Monroe and Lincoln from 2nd to 8th Avenues. Work from 2nd to 4th Avenues will be completed this year.

During construction there will be lane restrictions in work zones. Construction on Jefferson Street from the freeway to 4th Avenue and on Cedar from 3rd to 4th began this week. A full closure of 5th Avenue between Monroe and Lincoln will start in late August. After this work, 4th Avenue will have a full closure from Monroe to Lincoln.

This phase of the project includes:

  • Reconstruction of the street
  • Curb and sidewalk revisions
  • New pedestrian lighting
  • Completion of a stormwater facility in the grass area along 4th Avenue and downstream piping to Cedar
  • Pipe and street work on Lincoln and Monroe
  • 5th Avenue stormwater and street improvements

Beautification of the area between 4th Avenue and the I-90 east bound entrance will also take place. The project includes new planting, tree replacement, a river rock retaining wall and the addition of swales to collect road runoff. The City believes these improvements will reduce crime in the area and provide visual interest for passing vehicles.

Future Monroe/Lincoln projects include 4th to 8th Avenues, as well as 2nd to Main Avenues.
