The City of Spokane, through its Neighborhood & Business Services Division initiated a request for proposal, RFP to solicit proposals from non-profit agencies interested in assuming full operations management of the East Central Community Center. The City is seeking to transfer the operation of the ECCC by January 1, 2018.

The timeframe to submit a proposal for the RFP has closed. The RFP Evaluation Committee is currently evaluating the submitted proposals.  Part of the evaluation process includes a public open house that will include a presentation from each agency who submitted a proposal and time for Q&A with the agencies. Listed below are the two agencies who've submitted proposals and links to their proposal for review:

The City of Spokane is hosting a community meeting to invite the public to hear from and ask questions to the two agencies who have submitted proposals for the Operations Management of the East Central Community Center. These agencies include; the East Central Community Organization and the Martin Luther King Jr. Family Outreach Center.

The community meeting will be held at the East Central Community Center at 500 S. Stone, on Thursday, May 25th from 4:00 PM - 6:00 PM.

Estimated Schedule of RFP Activities:

  • March 6, 2017 - Issue Request for Proposals
  • April 24, 2017 - Deadline for Letters of Intent to Apply
  • March 21 – April 21, 2017 - Question and answer period
  • April 24, 2017 – 4:00 PM – 6:00 PM - Pre-Proposal conference
  • April 21, 2017 - Last date for RFP questions requiring an Addendum
  • May 8, 2017 - Proposals due
  • May 9 - 19, 2017 - Evaluate Proposals
  • May 23 & 24, 2017 - Conduct oral interviews with finalists, if required
  • May 25, 2017 – 4:00 PM - 6:00 PM - Community Meeting (Public Open House)
  • Early June - Announce "Apparent Successful Agency" and send notification via fax or e-mail to unsuccessful Proposers
  • Early June, 2017 - Negotiate contract
  • Mid-June - July, 2017 - City Council approval of contract
  • June – July, 2017 - Begin contract work
  • June – July, 2017 - City Council approval of contract
  • July – December 31, 2017 - Transition Period
  • January 1, 2018 - Transition Completed

The East Central Community Center, ECCC was initially created as a City department in 1979. The City has two other comparable centers, the Northeast Community Center and West Central Community Center. These centers were created after the ECCC as private non-profit organizations managing City-owned facilities. Community Centers provide a central location which supports the needs of the community by collocating services, allowing for greater accessibility to the public and are given the flexibility to respond to community needs.

The ECCC has been the neighborhood hub for community activity and engagement for 38 years. The center provides support services, leadership, outreach, and is an advocate for issues affecting the East Central neighborhood. Support services include recreation, food security, education, referrals, and programs designed for all ages, from the newborn to the elderly. The ECCC offers a food bank, computer lab, youth recreation, after school program, adult day care, developmental disabilities program, and senior center, as well as several tenant Agencies. Tenant Agencies include Women Infants and Children (WIC) Nutrition Program from the Spokane Regional Health District and Spokane Neighborhood Action Program (SNAP).
