University District Parking Study

The University District bridges the Spokane River on the eastern edge of downtown with six higher education institutions at its heart. The University District Gateway Bridge and changes along Sprague are increasing connections between the University District, commercial areas on Sprague and the Hospital District, thus fueling new opportunities.

The first phase looked at current parking inventory, issues, challenges and potential opportunity areas as well as community feedback. The Phase 1 Final Report has been completed. The information that was gathered establishes a shared understanding of current parking assets and their regulation in the University District.

A few takeaways:

  • There are 12,000 parking spaces in the University District
  • Parking occupies 25% of land in the University District
  • Over half of all parking in the study area is privately owned and reserved for private users
  • There are 2,000 on-street spaces most of which are open to the public and free of charge with no time limits
  • Only 376 parking space are available to the general public in paid, off-street lots
  • Opportunity exists to explore partnerships and shared parking management to ensure a coordinated parking approach in the University District
  • There is an opportunity to look at not just parking, but general mobility and access to transportation in the University District
