Current Status of this Project

The Adams Street CSO 24 project is near completion! With the CSO facility and roadway work complete, the project will be suspended over the winter beginning on Friday, December 21. Plaza and dog park surface improvement work will resume in early spring of 2019 with limited road restrictions and parking impacts.

  • Following Friday December 21 there will be no parking or lane restrictions throughout the Winter.
  • Work is expected to resume the beginning of March.

Description and Location:
CSO 24 is part of the continuing efforts of the City to enhance and protect one of our most precious resources, the Spokane River. This project protects the Spokane River from sewer overflows during rainstorms and spring runoff events by holding the excess water/sewer flow that would normally discharge directly into the river. The tank holds approximately 2.4 million gallons of stormwater.

The finished project will include a new plaza over the tank, repaved streets, a dog park and new pedestrian facilities. The project is located near the intersection of 1st Avenue and Adams Street.

The city is delivering this project using an alternative contracting method called GC/CM as opposed to traditional design/bid/build. This method was chosen to best address the complexities of building a very large tank in some of the oldest parts of town and to take advantage of a prime contractor’s building experience as a team member during the design process.

Current Traffic Control Plan: All businesses are accessible by sidewalk and parking is accessible where shown on the map below. Underground pipe work in 1st Avenue will take place May to July 2018. As work progresses the traffic control map will be updated.
