North Monroe Corridor

Current Project Status

The City of Spokane will rebuild North Monroe Street from Indiana Avenue to Kiernan Avenue. The project is scheduled to be completed in one construction season, with work beginning April 2, 2018 and finishing the fall of 2018.

The project has been split into two construction contracts with both projects occurring simultaneously. The contracts have been awarded and the contractors on the two projects will complete their work in stages. Each stage will be constructed in approximately four-block segments. Therefore, along Monroe Street, there will be two separate four-block segments being worked on at one time by two separate contractors.

In general, vehicle traffic will not be allowed along Monroe Street in the segments under construction. A consistent east-west route through segments under construction will be maintained, however. Provisions will be made for businesses with scheduled deliveries or specific access needs. Pedestrian access to businesses will be maintained except for a brief time when the sidewalk directly in front of a door is being worked on.

North Monroe Facade Improvements Program

The Spokane City Council has approved $150,000 for a façade improvement grant program. This program is a matching grant for businesses on the North Monroe Corridor Construction Projects and will be provided for eligible applicants/projects on a first come first served basis. The application period opens on April 9th, 2018.

North Monroe Loan Program

Revolving Loans have a fixed interest rate, credit screening and underwriting are less arduous than those of a traditional lending institution. The deadline to apply is June 30, 2018.

Project Overview

The North Monroe Corridor Project is about balancing a variety of needs in the corridor. The project will improve street and utility infrastructure in an integrated way that balances multiple modes of transportation with economic development, neighborhood beautification, safety, and enhanced livability.

The project includes reconfiguring the street from five traffic lanes to three lanes, accommodating wider driving lanes, enhanced on-street parking, and wider sidewalks. Other improvements include enhanced lighting, curb bump-outs at intersections that allow for shorter crossing distances, and three crosswalk flashing beacons.

Results of Surveys and Public Feedback

The North Monroe Corridor Project underwent extensive public outreach in an effort to capture various viewpoints, refine scope, and prepare for construction. The City of Spokane utilized a nine-member Advisory Board made up of business owners, property owners, residents, and citizens to finalize scope elements and bring a preferred alternative to a Public Open House in January of 2017. Nearly 700 people filled out an online survey to let the City know where they stand on the project. Business and property owners provided direct feedback through an additional survey. The results of these efforts are provided in the documents below.

North Monroe Corridor Advisory Board

Authorized by and Date: The North Monroe Corridor Advisory Board is authorized by Council Resolution 2016-0045, as approved on May 16, 2016.

Mission Statement/Purpose: The North Monroe Corridor Advisory Board is established to assist the City of Spokane in the implementation of improvements along North Monroe, by providing objective information to the public, creating an accessible process to engage the broader diversity of the community, and providing their own input on the final scope of the work.
