Chapter 08.02 Fees and Charges

Article I. General Provisions

Section 08.02.011 Administrative Regulations
  1. The mayor is authorized to promulgate rules and regulations respecting the provision of various services by the administrative staff, including the charges and fees for such services, to the extent such services and fees are not specifically provided for in this code. The authority of this section includes specifically but is not limited to the furnishing of maps and other public records and delinquent penalties and interest rates on accounts receivable.
  1. The mayor causes such regulations and schedules of charges to be filed with the city clerk and in appropriate departments in accordance with the City’s public records system.
  1. The mayor or his designated representative is authorized to waive any fee authorized under this chapter for any person which can demonstrate the following criteria have been met:
    1. The person requesting the waiver of fees demonstrates that he is requesting the fee waiver on his own behalf or in a representative capacity for an applicant who meets the criteria set forth in subsection (C)(2) of this section; and
    1. The person requesting the waiver of fees demonstrates that he has an annual income that meets the United States department of housing and urban development (HUD) guidelines for eighty percent of median family income level, as established annually for the Spokane metropolitan area.

The mayor is authorized to promulgate rules and regulations for the administration of this program.
