Serv ice – Kinds of
Serv ice
Collection serv ices referenced in this chapter are identified in relation to:
style or capacity of container and associated department collection vehicles and equipment: “commercial/residential” and “automated/semi-automated” serv ice. In limited circumstances, as permitted by the director, an account may be serv ed manually, i.e., without direct assistance of equipment;
time shift serv ices are provided: “Day/Night/Early Day” serv ice;
pickup location: “Alley/curb/rollout”; and
recycling based upon use of premises: “Residential-use/nonresidential-use” premises.
Commercial/Residential Serv ice.
Solid waste collection serv ice to premises is classified as “residential” or “commercial” based upon the type of container determined to serv e said premises by director, considering the nature and quantity of solid waste generated, the public health and safety, and business and administrative convenience and efficiency.
“Commercial serv ice” is provided with larger capacity containers, which include one- to six-cubic-yard dumpsters, front or rear loaded, and twenty- and thirty-cubic-yard rolloff containers. Such containers are supplied by the department.
“Commercial serv ice” further includes compactor container serv ice. Customers may supply containers for compactor serv ice, ranging from one - to forty-cubic-yard capacity, subject to approval by the department for compatibility with collection vehicles.
Commercial-serv ice containers are associated with business and commercial customer needs, although larger multi-unit residential premises sometimes also use them.
Similar commercial-capacity containers, except compactors, are used for general-mixed solid waste and recyclable materials.
One-yard rear load dumpsters are only available in the downtown area for night collection, unless approved by the director on a case-by-case basis.
“Residential serv ice” is provided with automated carts in different sizes. This serv ice is for residential customer general-mixed solid waste and recyclable needs.
Oversized containers will be billed extra.
Automated Semi-automated Serv ice.
“Automated serv ice” is collection serv ice provided with a single operator and collection vehicle. It is distinguished from “semi-automated serv ice”, which uses a different collection vehicle and, occasionally, a two-person crew. Most residential and commercial serv ice is automated serv ice.
Day/Night/Early Day Serv ice.
Collection serv ices are provided in three time shifts.
“Day” serv ice starts at six a.m.
“Early-day” serv ice starts at five a.m.
“Night” serv ice is from ten p.m. to six-thirty a.m.
Alley/Curb/Rollout Serv ice.
“Alley”, “curb” or “rollout” serv ice refers to the serv ice pickup location of the container for the area or premises serv ed,
“Alley serv ice” means the department collects from areas located in or along alleys. It is provided for some residential and commercial container serv ice.
“Curb serv ice” means collection at the curb of the public right-of-way adjacent to the premises serv ed, including adjacent sidewalk area.
“Rollout serv ice” means that the collector must retrieve the carts from a location more than two feet from the vehicle access point for automated serv ice, or more than six feet from the vehicle access point for semi-automated serv ice areas.
The director determines which locations are best suited for alley or curb pickup, and the specific location for such pickup, based upon considerations of vehicle access, site-specific conditions and operational efficiency and convenience. For residential areas, curb pickup is used unless otherwise ordered by the director.
All containers, for all waste stream types, will be picked up in the same designated location, with the exception of commercial serv ice.
Residential or Curbside and Nonresidential Recycling Collection Serv ice.
Recycling serv ice is classified based upon the style of container. “Residential” recycling serv ice, also sometimes referenced as “residential curbside” recycling serv ice, is offered to those premises primarily used for human occupancy (“residential-use premises”) and using City-provided automated refuse carts for disposal of household trash. Other customers may use or be required to use commercial-style containers for the convenience and efficiency of the customer or the department.
