Project Description

The Thor-Freya Phase 2 Project aims to enhance the infrastructure and safety of the city’s roadways. The project involves full roadway reconstruction with concrete, curb and stormwater facilities replacement, ADA ramp upgrades, and water/sewer replacements at the following intersections:

  • 2nd Ave. and Thor
  • 2nd Ave. and Freya
  • 3rd Ave. and Thor
  • 3rd Ave. and Freya

Project Highlights

  • Reconstructing all four intersections.
  • Making surface improvements to the spans between these intersections.
  • Installing new storm, sewer, and water systems.
  • Adding wheelchair-accessible ramps.
  • Implementing minor signal improvements.

Traffic Impact

  • Affected traffic routes will be announced prior to detours and road closures.
  • Construction will take place in phases to reduce the impacts on traffic.
  • Closures will be more frequent on east and west traveling streets.
  • A single lane will be open northbound on Freya and southbound on Thor at all times.
