OPO 12-47 An Inadequate Response complaint was received by the Office of Police Ombudsman. The Complainant advised that they were contacted by an Officer and asked about a vehicle that was parked in their driveway. When the Complainant advised that the vehicle was not theirs, the Officer told them they would have to call a tow truck to have the vehicle removed. The Officer then left and the Complaint called a tow truck company to remove the vehicle. Prior to the tow truck arriving, the driver of the vehicle returned and drove off in the vehicle. When the tow truck arrived, the tow truck driver was angry that the Complainant had wasted the tow truck driver's time (NW). Received: May 14, 2012

The Complainant became involved in a conversation with the couple and threats were made to the Complainant. The Complainant advised that Officers responded to a party with 50-75 intoxicated teenagers in attendance. The Complainant was concerned that Officer's did not take any enforcement action other than terminating the party even though one of the party goers had been involved in a hit and run collision with several parked vehicles including the Complainant's vehicle. OPO 12-119 A Procedural complaint was received by the Office of Police Ombudsman. The Complainant advised that they were stopped by an Officer for speeding and driving with a suspended driver's license. The Complainant advised that the Officer offered to not issue the citations if the Complainant agreed to provide the Officer with information regarding criminal activity in Spokane. The Complainant has a criminal history. The Complainant advised that when they later called the Officer back and told the Officer they did not have any information to provide, the Officer indicated that the citations would not be issued. The Complainant did not appear for a court hearing and a warrant was issued. OPO 12-134 An Inadequate Response complaint was received through a referral from a City Councilmember. The Complainant called 9-1-1 requesting an Officer respond to a property ownership dispute. Police never responded. After waiting three hours, the Complainant called back and was advised that since one of the parties had left, Police would no longer respond. The Complainant was concerned that the Police Department had minimized their complaint and would not return their phone calls. The Complainant was directed to get a Protection Order. The Complainant needed information contained in the police report to get the Protection Order but was unable to get a copy of the report for 120 days (N/W). Received: December 18, 2012
