Article II. Departments

Section 03.01A.360 Parks and Recreation
  1. The procurement, disposition, improvement and management of parks, playgrounds, designated boulevards, designated parkways, trees in streets and other rights-of-way, and other designated public places is vested in the park board. The park board and its committees perform their function through the division of parks and recreation. The park board is also authorized by Spokane city charter to adopt a budget for the parks and recreation division.
  1. The parks and recreation division serves as administrative staff to, and receives policy direction from, the park board and receives administrative direction from the mayor. The parks and recreation division oversees a complement of duties at the direction of the park board, including but not limited to:
    1. design, development and maintenance of parks, gardens, the arboretum, swimming pools and recreational grounds and facilities;
    1. development and management of the urban forestry program;
    1. operation and management of the municipal golf courses;
    1. operation and development of a variety of recreational programs serving the public;
    1. operation, maintenance and promotion of grounds facilities and activities at Riverfront Park;
    1. acquisition and long-range planning for future parks and open spaces as well as recreational services; and
    1. promotion, public relations, financial control and reporting.
  1. The municipal golf courses may be operated directly by the parks and recreation division or may be operated by licensed golf professionals under contract with the division.
