Title 17H Engineering Standards

Chapter 17H.010 Street Development Standards

Section 17H.010.140 Emergency Vehicle Access and Staging Areas
  1. Where the street design does not allow for a twenty-foot clear width, emergency vehicle staging areas shall be designated.
  1. Staging areas shall be at least fifty feet long and twenty feet wide. Staging areas shall not be obstructed in any manner, including the parking of vehicles, or snow storage. The minimum width shall be maintained at all times.
  1. Staging areas shall be spaced so that the maximum distance from a staging area to the property line of any lot is one hundred fifty feet.
  1. Staging areas require a significant visual cue acceptable to the department of engineering services and the city fire department; signing alone is not adequate.
  1. Paired driveways and street intersections that meet the minimum dimensions may be designated as staging areas. When used, paired driveways require a deed restriction on the affected lots.
  1. Mid-block bump-outs may be allowed in areas where garage access is provided off of alleys on approval of the director of engineering. Other physical alternatives will be considered on a case by case basis and allowed at the discretion of the director of engineering services and the city fire department.
  1. Staging areas shall not create a street maintenance or parking enforcement problem and must be approved by the director of engineering services, director of streets and the city fire department.
  1. Fire hydrants should be located within the staging areas.  Fire hydrants may also be located within the median.
