ati on Program
Urban Utility Installati on Program
There is created a Urban Utility Installati on Program established to provide funding to mitigate the cost of the installati on of new or upgrades to city-owned public utility infrastructures in the city right-of-way which is associated with the redevelopment of existing structures or in-fill development with new structures on properties in the approved Target Investment Areas, centers and corridors, as well as Historically Used Commercial Structures, Neighborhood Retail, and listed Historic Properties targeted for in-fill development.
Project Eligibility Criteria
Projects must have a commercial or multi-family use post redevelopment.
Projects must be located in a Target Investment Area, designated center & corridor zoned area, or be a Historically Used Commercial structure, a Neighborhood Retail Zoned Property, and/or a listed Historic Property.
The property owners shall submit an applicati on for the Urban Utility Installati on funding. The applicati on will collect the necessary project details for evaluati on.
Vacant undeveloped properties (no buildings) within qualifying areas can receive water and sewer right-of-way installati on assistance of up to a maximum of ten thousand dollars ($10,000).
The rehabilitati on of an existing building (occupied or vacant) within qualifying areas can receive water and sewer right-of-way installati on assistance of up to a maximum of twenty five thousand dollars ($25,000).
Qualifying water and sewer right-of-way installati on assistance can increase up to a maximum of forty thousand dollars ($40,000), when other improvements meet additional City Strategic priorities such as Historically Listed Properties, as well as stormwater and/or conservati on priorities.
Applicati on Process
The applicant shall make applicati on on a form supplied by the Planning Department as defined by Administrati ve Policy. The Urban Utility Installati on Program applicati on will be reviewed for completeness and eligibility. The applicati on shall include, but not limited to, informati on regarding the redevelopment project locati on, parcel numbers, address, and property owner contact. The informati on required on the applicati on and provided by the applicant shall demonstrate how the project sati sfies the project criteria set forth in this section and the administrati ve policies.
Initiati on and Completion of Projects
Once a project is approved, the City shall notify the applicant and enter into a contract with the applicant. Upon competition of the project, as outlined in the contract the applicant will seek and be reimbursed eligible costs. This process will be define by Administrati ve Policy and the contract.
Funding
Funding for the Urban Utility Installati on Program for qualifying projects shall be allocated from the applicable Utility Operati ng Expenditure and approved in the City’s annual budget process pursuant to the City’s existing financial transfer procedures.
The city administrati on shall update the city council annually on the Urban Utility Installati on Program including the number of applicati ons, the status of approved and completed projects and the amount of increased property taxes, utility revenue and utility tax benefit.
The amount of utility revenue generated as a result of this program will be evaluated annually to determine the success of the Urban Utility Installati on Program. The Urban Utility Installati on Program will sunset after ten years and must be renewed at that time.
Administrati ve Policy
The city administrati on shall develop policies and procedures to implement the provisions of this section, which shall be approved by resolution of the city council. Such policies and procedures must be consistent with and shall not conflict with the provisions of this section. The policies and procedures may include provisions developing the criteria necessary to award project funding.
