Article V. Impoundment of Motor Vehicles
Section 12.03.0600 Findings
The enacting legislati ve bodies find by previous joint resolutions both entities authorized the Spokane airport board to promulgate rules and regulati ons governing the parking and impounding of motor vehicles at Spokane Internati onal Airport and Felts Field; and
Pursuant to section 20 of City Ordinance C26168 and County Resolution 81-0876 the administrati on and enforcement of airport parking rules was contracted to the City of Spokane and its parking violati ons department; and
By Ordinance No. C28936, passed November 23, 1987, the City amended its traffic code to adopt Washington State procedures for the administrati on and enforcement of parking provisions through the Spokane municipal department of the Spokane County district court; and

While the streets and roadways within the airport are not public highways and have not been dedicated as such, those roads giving access to and circulati on in and about the terminal and parking facilities are, in fact and in function, public ways and subject to the applicati on of the local police power as it pertains to motor vehicle traffic and parking; and
It is necessary that rules and regulati ons be adopted to provide for the orderly flow of traffic to and from the airport, the deplaning and enplaning of passengers, the delivery of goods and services to the airport and the protection of the public health, safety and welfare of the users of the airport and its facilities; and
It is necessary for the uniform applicati on of the parking laws within Spokane County and for the orderly and efficient operati on of its district court that parking violati ons occurring on airport property be processed and disposed of the same as all other parking infractions; and
It is the intent of the City and the County of Spokane to authorize the Spokane airport board to adopt Title 46 RCW and Title 16A SMC to govern the parking and impounding of motor vehicles consistent with the laws of the State of Washington, as if the public access roads within the airports were public highways.
