Section 13.03A.0312 Discharge Permit Revoc
ati on, Suspension [3.12]
The Plant Manager may suspend or revoke any discharge permit because of:
failure to notify the Plant Manager of significant changes to the wastewater in advance. A “significant change” is one which affects compliance with applicable pretreatment standards or requirements;
failure to provide prior written notificati on to the Plant Manager of changed conditions;
misrepresentati on or failure to fully disclose all relevant facts in the wastewater discharge permit applicati on;
late filing or significant or repeated errors or falsifying self-monitoring reports, certificati on statements, or any other disclosures;
tampering with monitoring equipment;
refusing to allow the Plant Manager timely access to the facility premises and records;
failure to meet discharge/effluent limitati ons;
failure to pay discharge permit fees or other charges assessed under the authority of this chapter, including fines or penalties;
failure to pay applicati on, sewer, or other applicable charges;
failure to meet compliance schedules;
failure to complete a wastewater survey or wastewater discharge permit applicati on;
failure to provide advance notice of a permit transfer or modificati on where needed;
if the City has to invoke its emergency provision as cited in SMC 13.03A.0903
violati on of any pretreatment standard or requirement, or any terms or conditions of an applicable discharge permit or this chapter; or
any other reason stated in this chapter or otherwise deemed due and sufficient.
Wastewater discharge permits shall be voidable upon cessati on of operati ons or transfer of business ownership. All wastewater discharge permits issued to a particular user are void upon the issuance of a new wastewater discharge permit to that user.
