ati ons and Uses Specific to Shoreline Environment Design

Definition.
The Shoreline Management Act makes a distinction between a shoreline use and shoreline modificati ons. A shoreline use is an activity that is allowed within the shoreline jurisdiction. In some cases, the shoreline must be modified in order to allow for the proposed use. Shoreline modificati ons include such activities as dredging, fill, or construction of a stabilizati on structure, jetty, groin, or weir.
Shoreline modificati ons and uses are regulated according to specific environment designati ons, pursuant to Table 17E.060.670-1 and Table 17E.060.690-1 , as well as the general use and modificati on provisions of Article IV and Article V .
Table 17E.060.670-1 , Shoreline Modificati ons, and Table 17E.060.690-1 , Shoreline Primary Uses, display modificati ons and uses in each environment that are permitted:
outright with a shoreline substantial development permit or exemption;
as a shoreline conditional use; or
with specific limitati ons.
Shoreline uses and modificati ons not specifically identified in Table 17E.060.670-1 and Table 17E.060.690-1 shall be:
evaluated as a shoreline conditional use;
required to meet the intent of the entire SMP; and
consistent with the management policies and character of the shoreline environment in which they are proposed to be located.
Use and modificati on regulati ons shall achieve no net loss of shoreline ecological functions.
All proposed shoreline uses and modificati ons occurring within the shoreline jurisdiction must conform to chapter 90.58 RCW, the Shoreline Management Act, and the entire City of Spokane shoreline master program.
