Section 02.005.030 City Council’s Office Staff

 

  1. As part of budget appropriations, the city council may create, modify and eliminate council positions as necessary to support the performance of their legislative duties. The number and type of regular positions are determined by a majority of the city council. Job scope of duties, responsibilities and accountabilities for all staff are determined by a majority of the city council. Day-to-day supervision for council staff, other than legislative assistants, is provided by the council president or their designee.  Other than legislative assistants, and except as may otherwise be set forth in the council rules of procedure, the council president, with prior notice to and after consultation with council members during executive session, may hire and discharge council staff outside of the regular budget process.
  1. The council president maintains the authority as the city council department head to appoint and discharge seasonal or project employees, or to engage outside consultants, as available budget allows.
