Section 07.06.140 Intergovernmental Purchase Contracts – Interlocal Purchase Agreements
The Director of Purchasing and Contracts is encouraged to enter into joint or pooled purchase contracts with the state of Washington and other governmental units.
The City Council may authorize the purchase of goods, services or public works without public bidding from a contract available through:
the Washington State Purchasing Cooperative; or
another governmental unit whenever the Director of Purchasing and Contracts and using department have shown that the procurement meets the City’s requirements and represents the most favorable procurement for the City considering price and other evaluation factors.
Individual or blanket purchases made via interlocal or cooperative purchase agreements shall be subject to City Council approval to the extent otherwise required under this Chapter.
The City Administrator or their designee, in a representative capacity for the Mayor, may execute interlocal purchase agreements with other agencies and entities and join cooperative purchasing programs without individual Council approval of each agreement.
The Clerk is authorized to attest such signatures.
