Section 03.07.005 Collective Bargaining
  1. A member of the Office of City Council, as determined by the Council President, subject to revision by a majority of the City Council, and the name provided to the City Attorney must be given reasonably advanced written notice of the time, date and location of the session and the unqualified opportunity to attend all bargaining sessions where the subject of a new collective bargaining agreement or the extension of an existing collective bargaining agreement is being discussed.
  1. The City shall not enter into a tentative agreement of a new or extended collective bargaining agreement unless the provisions of the previous section have been fully satisfied.
  1. Public Hearing on Police Contracts.
  1. Every September the City Council with the cooperation of the Office of Police Ombuds Commission (“OPOC”), if offered, shall host a public hearing and take public testimony on the effectiveness of the City's police accountability system, police practices and other issues of public concern relevant to collective bargaining agreement negotiations with the Spokane Police Guild (“Guild”) and the Spokane Police Lieutenants and Captains Association (“L&C”) or any successor labor organization(s).
  1. The City of Spokane will consider in good faith whether and how to carry forward the interests expressed at the public hearing. Those suggested changes that are legally required to be bargained with the Guild or L&C or their successor labor organizations will be considered by the City, in good faith, for inclusion in negotiations but the views expressed in the public hearing will not dictate the City’s position during bargaining.
