Article XI. Rates
Section 13.03.1210 Industrial Users
Industrial users shall be charged, for each account, the basic service charges plus their established user charge.
The industrial user charge shall be determined for each account according to:
constant metering by the City of Spokane of actual wa stewa ter flow from a specific property; or
wa ter consumption at a specific property as determined by actual metering by the City of Spokane of wa ter supplied from all sources; or
consumptive wa ter uses determined by the director not to contribute wa stewa ter loading to the sewa ge collection and treatment system as measured by methods approved by the director, and either the:
user charge rate for standard wa stewa ter strength, or
rate for standard wa stewa ter strength plus a surcharge.
The industrial user surcharge shall be calculated from the strength of the wa stewa ter discharged by a specific user, as determined by a monitoring program conducted by the director, of the individual discharge of the industrial user or for the discharge of a typical representative of a class of industrial users.
An industrial user’s or class of industrial user’s wa stewa ter strength shall be determined by the City during a monitoring period each year, conducted by the director.
Time interval composite samples taken at the wa stewa ter monitoring access (see SMC 13.03.1304 , etc.) shall be used to determine wa stewa ter strength unless flow proportional sampling equipment is available (see SMC 13.03.130 ), in which case the samples shall be flow proportioned.
