Section 13.04.1921 City Retail
Wa ter Service Area
The City of Spokane’s wa ter utility Retail Wa ter Service Area shall be established pursuant to state law and set forth in the City’s Comprehensive Wa ter System Plan approved by the City Council.
Properties located within the City’s Retail Wa ter Service Area that do not currently receive wa ter service from the City may request connection to the City’s wa ter supply system. Wa ter service connections shall only be granted if the property is included within the Retail Wa ter Service Area, the request complies with the City’s wa ter service area policies, and the request meets the four thresholds of RCW 43.20.260. Wa ter service connections, or Certificates of Wa ter Availability, will not be granted outside the City’s Retail Wa ter Service Area unless authorized under state law based on a public health emergency.
Certificate of Wa ter Availability shall expire if the accompanying development permit expires or is revoked or one (1) year from the date of signature whichever is later.
New wa ter service connections and Certificates of Wa ter Availability outside the boundaries of the City’s Retail Wa ter Service Area will not be approved until the City’s Comprehensive Wa ter System Plan is amended to include the area under consideration. Amendments to the Comprehensive Wa ter System Plan to expand the Retail Wa ter Service Area to include new customers outside of the boundaries of the Retail Wa ter Service Area shall be considered cumulatively on an annual basis or more frequently by a vote of City Council. Requests for such amendments must be submitted prior to March 31st in order to be considered in the annual amendment cycle.
