Article V. General Requirements for Shoreline Use and Modifications: Part V. Requirements for Specific Shoreline Uses

Section 17E.060.570 Residential Development
  1. Purpose.
    Single-family residences are the most common form of shoreline development and are identified by the SMA as a priority use when developed in a manner consistent with control of pollution and prevention of damage to the natural environment. Without proper management, single-family residential use can cause significant damage to the shoreline area through cumulative impacts from shoreline armoring, storm water runoff, introduction of pollutants, and vegetation modification and removal. Residential development also includes two-family, three-family, and multi-family development and the creation of new residential lots through land division.
     
  2. Residential development shall be located and designed such that there is no net loss of shoreline ecological functions.
     
  3. Residential development within the shoreline jurisdiction shall be set back from steep slopes and eroding shoreline areas so that the shoreline is not further eroded and structural improvements are not required to protect property.
     
  4. New single-family, two-family and three-family residential development shall not be required to provide public access.
     
  5. New multi-family residential development shall provide public access, pursuant to SMC 17E.060.290, Physical and Visual Public Access.
     
  6. Over-water residences shall be prohibited.
