Article XI. Priority Hire Program
Section 07.06.820 Procurement Authority and Competitive Bidding
- All procurement under this chapter shall comply with competitive bidding requirements of RCW 39.04. Competitive bidding processes shall remain open to all qualified contractors, with workforce development goals serving as performance criteria rather than bidder exclusions.
- The city may establish responsible bidder criteria under RCW 39.04.350 that includes workforce development commitments, provided such criteria are objective, clearly defined, and related to the contractor’s ability to perform the work efficiently and effectively.
