Section 12.03.0400 Findings
The enacting legislative bodies find:
- Chapter 14.08 RCW et seq. and the joint agreement of the City and County of Spokane signed June 9, 1986, by the City and September 16, 1986, by the County, provide for the adoption of rules and regulations governing the conduct of persons and people at Spokane International Airport; and
- It is necessary to adopt the following rules and regulations to insure the orderly flow of traffic and people in and through the terminal building of said Spokane International Airport; and
- The terminal building at Spokane International Airport is overcrowded by reason of its configuration and rapidly accelerating number of passengers; and
- The City and County of Spokane desire to provide for the constitutional right of freedom of expression without impairing or substantially interfering with the security or operational functions of said airport or substantially interfering with the orderly flow of passengers or tenants within the terminal building.
