Article III. Solicitation Activities
Section 12.03.0440 Purpose
The resolution and ordinance codified in this article are adopted for the express purpose of accommodating freedom of expression and the operational functions of Spokane International Airport and shall be construed and interpreted to achieve that end. In particular, any construction or interpretation which would make this chapter vague in its application, overbroad, or which would require the exercise of uncontrolled discretion by the airport’s director shall be rejected.
