Chapter 13.09 Utility U-Help Program
Section 13.09.020 Definitions
- “Applicant” means any individual applying for a benefit, discount or attempting to qualify as a low-income customer.
- “City” refers to the City of Spokane.
- “Gross Income” includes any income that would be considered gross income under the Federal Internal Revenue Title 26, Subtitle A – Income Taxes, Chapter 1, Subchapter B, Part I, Section 61.
- “Low-Income Customer” means a person whose gross income is less than one hundred twenty-five percent of the current poverty level guidelines issued by the U. S. department of health and human services and is a current residential customer of the City of Spokane utilities.
