Chapter 15.05 Climate Change

Section 15.05.005 Definitions

1. “Electric Vehicle Charging Station” means a public or private parking space that is served by charging equipment that has as its primary purpose the transfer of electric energy to a battery or other energy storage device in an electric vehicle.

2. “Renewable Resources” means

1. 1. hydroelectric energy;

1. 2. wind;

1. 3. solar energy;

1. 4. geothermal energy;

1. 5. landfill gas;

1. 6. wave, ocean, or tidal power;

1. 7. gas from sewage treatment facilities;

1. 8. biodiesel fuel as defined in RCW 82.29A.135 that is not derived from crops raised on land cleared from old growth or first-growth forests where the clearing occurred after the effective date of this section; and

1. 9. biomass energy based on animal waste or solid organic fuels from wood, forest, or field residues, or dedicated energy crops that do not include

1. 1. 1. wood pieces that have been treated with chemical preservatives such as creosote, pentachlorophenol, or copper-chrome arsenic;

1. 1. 2. black liquor byproduct from paper production;

1. 1. 3. wood from old growth forests; or

1. 1. 4. municipal solid waste.

3. “Greenhouse Gas (GHG)” means those gaseous constituents of the atmosphere, both natural and anthropogenic, that absorb and emit radiation at specific wavelengths within the spectrum of thermal infrared radiation emitted by the Earth’s surface, the atmosphere, and clouds.

4. “Carbon Dioxide Equivalents” or “CO₂e” means a metric measure used to compare the emissions from various greenhouse gases based upon their global warming potential.

5. “Net Zero Emissions” means achieving net zero GHG emissions with GHG removal through sequestration, offsets, net negative emission technologies, or other means.
