Chapter 16A.07 General Provisions, Administration, and Enforcement
Section 16A.07.010 Authority of the Parking Services Department
The Parking Services Department is hereby authorized to:
- establish on-street parking rates and time limits according to SMC 08.02.083(B);
- establish loading zones, safety zones, passenger loading zones, bus stops, taxi zones, and other restricted parking places, from time to time, at the locations on the public streets and highways as may be in the interest of public safety and convenience, and direct that the same be designated by appropriate signs or other markers to facilitate the movement of traffic, to eliminate congestion and danger, and to promote and maintain a more effective use of the streets and highways;
- grant special permissions for loading and unloading in alleys, passenger loading zones, commercial loading zones, or in City rights-of-way and other City-controlled parking areas under the jurisdiction of the City of Spokane;
- manage and update the Paid Parking Zone map;
- direct the installation of parking payment devices in locations within the Paid Parking Zone;
- impound unauthorized vehicles on public property; and
- issue civil infractions for all violations of this chapter.
