Chapter 17A.010 General Administration

Section 17A.010.010 Source of the Code

Title 17 SMC, which regulates building and land use activities and conditions, is an exercise of the police power conferred by the Constitution of Washington and the Charter of the City of Spokane except that:

  1. The State Building Code, chapters 19.27 and 19.27A RCW, impose within the City the:
    1. International Building Code and related standards,
    1. International Mechanical Code,
    1. International Fire Code and related standards,
    1. Uniform Plumbing Code and related standards,
    1. State Energy Code, and
    1. State Ventilation and Indoor Air Quality Code;
  1. Chapter 19.28 RCW adopts the National Electrical Code, as modified or supplemented by the State Department of Labor and Industries, and chapter 19.29 RCW sets forth rules for electrical construction;
  1. Chapter 70.79 RCW establishes requirements for boilers and unfired pressure vessels;
  1. Chapter 70.87 RCW establishes requirements for elevators, lifting devices and moving walks;
  1. Chapter 35.80 RCW dictates certain provisions and procedures for abating unfit buildings;
  1. Chapter 43.21C RCW mandates environmental policy procedures;
  1. Chapter 58.17 RCW purports to regulate subdivision of land;
  1. Chapter 90.58 RCW, the Shoreline Management Act, imposes regulations upon development within shorelines; and
  1. Various other state and federal laws regulate some aspects of public health and safety.
