Section 17A.010.030 Responsibility of Owners
The City recognizes the established principles of Washington law that the owner having right of possession or control of real property has the ultimate responsibility for activities and conditions on the property. Any specification or allocation of obligations in this title upon contractors, occupants or others does not affect the owner’s ultimate responsibility or purport to alter the legal relationships between landlord and tenant, buyer and seller, owner, architect and contractor, or other persons.
