Article II. Departments

Section 03.01A.366 Alternative Response
  1. The Fire Department is authorized and encouraged to create and implement alternative response models, such as smaller units designed and staffed for non-emergency medical response, on a stationary and/or roving basis, provided that any alternative response modes or units which do not comply with this section are unauthorized.
  1. Regardless of the mode(s) chosen and implemented for alternative EMS response units by the Fire Department, the Fire Department’s alternative response program shall at all times adhere to the following minimum standards:
    1. At least two (2) firefighters shall be assigned to each EMS alternative response unit, regardless of the type, size, description, or mode of such response unit; and
    1. The average time within which EMS units, including any type of alternative response units, shall respond to non-emergency calls within the City of Spokane shall be no more than eleven (11) minutes, 90% of the time.
  1. The Fire Department may create and maintain pilot programs and various forms of innovative, alternative response units as needed to comply with this section in an effort to provide efficient, effective EMS response which provides excellent patient care, safeguards firefighter safety, and results in prompt response times, provided that the program at all times complies with the minimum requirements stated in this section.
  1. The actual response times for all EMS units, including any type(s) of alternative response units, shall be included in the usual course of reporting from the Fire Department to the City Council.
