Section 03.13.030 Authority for Loan of City Employees
  1. The City of Spokane has the authority to loan City employees to another entity as part of its responsibilities to provide governmental services either in its own right or as part of a joint undertaking.
  1. As part of the City Council’s duty and authority to adopt the annual budget for the City of Spokane, the City Council approves the use of City funds for personnel salaries and benefits under Section 26 of the City Charter and RCW 35.32A.050. The annual City budget authorizes City expenditures for employees to provide services to the City of Spokane, and not to other entities, except as provided in this chapter.
