Section 10.39.040 Conditions Affecting the Special Event Permit Process
- Reasonable and necessary conditions may be imposed with the issuance of the permit.
- Conditions imposed will ensure that the special event does not:
- substantially interrupt public transportation or other vehicular and pedestrian traffic in the area of the proposed route;
- cause an unreasonable conflict with construction or development in the public right-of-way or at a public facility;
- require the diversion of police and fire personnel and equipment from their normal duties without provisions for such;
- interfere with the movement of police, fire, ambulance and other emergency vehicles on the streets; and
- interfere with any other special event for which a permit has already been granted.
- The use of a float requires a permit from the fire department and is subject to conditions set forth in the fire code.
- The use of beer gardens on public right of way is acceptable if following conditions have been met (this condition does not apply to beer gardens in City parks and/or private property requiring a special event permit)
- A permit is required from the Washington Liquor Cannabis Board.
- Beer garden must close by 10 PM.
- Liquor Endorsement must be included on insurance coverage.
- Beer garden area must be clearly designated with a minimum of 4 foot high fencing surrounding the area; fencing, tables, chairs, etc. must be able to be removed quickly to allow passing of emergency vehicles.
- Clearly designated entrance/exit points.
- Two uniformed security guards must be posted at every entrance/exit point unless deemed unnecessary.
- No outside alcohol may be brought into beer garden and no alcohol may be removed.
- Wrist bands or other clearly visible identification system must be used to designate who is eligible to enter the beer garden area; no person under 21 will be allowed into the garden area.
- Only one beer garden allowed per event.
