Section 10.39.110 Responsibility

This chapter does not create any duty owed by the City of Spokane to any specific person, party or class. Any duty nonetheless deemed to exist or arise in connection with the City’s permitting function shall be deemed a duty to the general public as a whole and not to any specific person, party or class.
