Article VII. Citizens Streets Advisory Commission

Section 12.01.200 Citizens Streets Advisory Commission (CSAC)
  1. Purpose.

The City of Spokane believes accountability to the public is critical to successfully maintain and improve City streets. Accountability requires that citizens are continuously informed and educated on an ongoing basis as street projects unfold. A technical accountability commission to review plans, cost, timeliness, appropriate use of materials and technology, and other measures relating to street maintenance and improvements is essential to ensure that the citizens of Spokane receive full value for their investment.

  1. Commission Created.

There is hereby created a citizens streets advisory commission (CSAC), which shall consist of seven members, who are City residents, appointed by the mayor and confirmed by the city council. Two members shall be appointed from each city council district and a seventh member shall be appointed at large.

  1. Terms.
    1. The initial terms, as designated by the mayor at the time of appointment, of one member from each city council district shall expire on December 31, 2005, December 31, 2006, and December 31, 2007, respectively.
    1. The initial terms of the other four members shall expire December 31, 2008, December 31, 2010, and December 31, 2011, respectively.
    1. Thereafter, the terms shall be for six years.
    1. No elected official, City officer or employee shall be a member of the CSAC.
    1. Commissioners shall not be removed from office by the mayor before the expiration of their terms unless for a disqualifying change of residence or for cause based upon a determination of incapacity, incompetence, neglect of duty, or malfeasance.
    1. No member shall be appointed for more than two consecutive terms.
    1. A current member may complete a term on the commission or be reappointed for a second term as long as he or she remains a resident of the City and of the city council district as necessary or owns a business within the City or the city council district.
  1. Conflicts.

No CSAC member shall be affiliated with any contractor performing work or seeking the award of work for projects financed by a municipal street bond project in any way. Commissioners shall avoid conflicts of interest, such as having a direct pecuniary or financial gain.
