Article VII. Citizens Streets Advisory Commission

Section 12.01.210 Functions, Powers and Duties
  1. The CSAC shall have the following functions, powers, and duties limited to funds approved in the 2004 street bond levy.
    1. The CSAC shall provide two semi-annual reports in the spring/summer and fall/winter related to the Street Bond Program to City staff, the City administration and the City Council. The reports will be presented each year after the necessary accounting and administrative information becomes available to staff and the commission. The reports shall include:
      1. the status of completed, pending and future road projects funded by the 2004 street bond revenues and the commission’s determination of whether the projects were timely completed and on budget, made use of appropriate materials and technology and reflect appropriate future planning; and
      1. proposed policies and recommendations as identified in subsections (A)(2) and (A)(3) of this section.
    1. The CSAC shall propose policies to be adopted by the city council designed to assure that the 2004 street bond levy revenues are used to best support the development and maintenance of a comprehensive and balanced city-wide street system, which will meet the needs of the people of the City of Spokane. To this end, the CSAC shall:
      1. make recommendations based on consideration of the policies, goals and objectives expressed and inherent in existing federal and state law, applicable design standards, the comprehensive plan and other City ordinances;
      1. consider any pertinent adopted relevant policies, goals and objectives of the City, state government and other local governments in the region;
      1. propose comprehensive street policies relative to the use and expenditure of 2004 street bond levy revenues for the City of Spokane, and after notice and public hearings, submit these policies to the city council by December of each year; and
      1. establish a procedure for review and revision of the City's street policy related to 2004 street bond levy projects and for submission of proposed changes to the city council.
    1. The CSAC shall make policy recommendations for the city council on each of the following items:
      1. The effective coordination of City street planning for 2004 street bond levy sponsored projects with state, regional and other governmental entities within Spokane County.
      1. Public involvement in street issues designed to elicit the public's views with respect to street issues related to the use of 2004 street bond levy revenues.
    1. The CSAC shall receive from appropriate City departments a quarterly report discussing completed, current and future road projects; funds expended for the same for the 2004 street bond projects.
    1. The CSAC shall adopt rules, regulations and policy directives as may be necessary to carry out reasonably and properly those functions expressly vested in the CSAC by this section.
