Chapter 12.03 Airport Regulations

Article III. Solicitation Activities

Section 12.03.0404 Procedures for Permits
  1. Any person, group of persons, organization, association, or business entity which desires to obtain a permit required by SMC 12.03.0402(A) shall submit an application therefor to the airport’s director. The application for a permit shall include the following information:
    1. The name and address together with the telephone number, if any, of the person, group of persons, organization, association, or business entity which is sponsoring, promoting, or organizing the activity if in fact any such sponsor, promoter, or organizer exists; and
    1. A short description of the nature of the activity which the applicant wishes to conduct and its purpose; and
    1. The location, date, time and duration of the activity which the applicant wishes to conduct and the number of people that are expected will participate in it; and
    1. The names, ages, and current addresses of each individual who will participate in the activity which the applicant wishes to conduct; and
    1. A copy of any literature which the applicant intends to display or distribute and the text of any signs or other visual displays which the applicants intend to utilize; and
    1. A statement that the applicant has read the resolution and ordinance codified in this chapter and has agreed to abide thereby.
  1. A permit required by SMC 12.03.0402(A) shall be issued by the airport’s director within five calendar days of receipt of the completed application therefor, or the applicant shall be furnished a written statement setting forth the reason why the application for a permit has been denied. A statement of reasons for denial of a permit shall be served on an applicant personally or by certified mail, return receipt requested. If a statement of reasons for denial of a permit has not been served or mailed within five days of the date of receipt by the airport’s director of the application, then an interim permit shall be deemed issued to the applicant under this chapter by operation of law, and all activities proposed to be conducted in the application for the permit may be conducted as though a permit has been duly issued by the airport’s director, subject to the same restrictions and obligations under this chapter as other permittees.
