Article V. Impoundment of Motor Vehicles
Section 12.03.0900 Saving
Unless specifically provided otherwise in a particular ordinance, an amendment (or addition or repeal) of a provision of this chapter does not affect the rights and responsibilities of any person, or the City or the County or the airport board, under prior law or relieve a person from any liability, civil, or criminal, arising from violation of such prior law. A proceeding pending at the time an amendatory or repealing ordinance takes effect continues according to the law in effect at the time the proceeding began.
