Chapter 13.09 Utility U-Help Program

Section 13.09.030 Qualifications

An applicant must qualify as a low-income customer to receive a utility service credit. To qualify as a low-income customer for any purpose under this chapter, an applicant must satisfy each of the following criteria:

  1. Current residential customer of City of Spokane utilities. The credit shall apply only to utility charges for services to a residence.
  1. Income.

The annual gross income of the applicant’s household may not exceed fifty percent of the Area Median Income for Spokane, as issued by the U.S. department of housing and urban development.

  1. The applicant must have received a final notice for utility account delinquency.
  1. The applicant is limited to one u-help assistance within a twelve month period not to exceed the average monthly bill for residential customers within the City of Spokane. The average monthly bill includes fifteen thousand gallons a month of water consumption and a sixty eight gallon refuse cart.
