Chapter 13.12 Credit for Nonprofit Housing Providers for Persons with Developmental Disabilities
Section 13.12.010 Findings, purpose, and applicability

The City of Spokane finds that it is important for the City to support independent living for persons with developmental disabilities in our community. Given the high cost of housing and the economics of providing housing for people with developmental disabilities, the City finds it is in the best interests of our community to extend a utility fee credit for providers of such housing.

This chapter is intended to provide a specific utility fee credit for providers of independent living housing for developmentally disabled persons and who receive a property tax exemption under RCW 84.36.042 for such housing, and is intended to focus that credit specifically for such providers.

This chapter does not apply to housing providers operating under a project rental assistance contract pursuant to which the provider receives funds from the Washington Department of Commerce through the U.S. Department of Housing and Urban Development’s 811 Capital Advance Program, which is a designated funding source for the development of affordable housing units primarily for people with developmental disabilities.
