Chapter 17A.020 Definitions

Section 17A.020.170 “Q” Definitions

  1. Qualified Biologist.
    The holder of a four-year degree in biology with an emphasis in fish and wildlife biology from an accredited university and who has at least two years field experience evaluating land use impacts on fish and wildlife species and their habitats.
     
  2. Qualified Geotechnical Engineer.
    A practicing geotechnical civil engineer licensed as a professional civil engineer with the State of Washington with at least four years experience in landslide evaluation, soils, and soils hydrology.
     
  3. Qualified Professional.
    A person with expertise in the pertinent scientific discipline directly related to the critical area in question. The qualified professional shall have a minimum of a B.S. or B.A., or equivalent certification, and a minimum of five years of directly related work experience.
     
  4. Qualified Wetlands Professional.
    A professional wetland scientist with at least two years of full-time work experience as a wetlands professional, including delineating wetlands using the state federal manuals, preparing wetland reports, conducting function assessments, and developing and implementing mitigation plans.
     
  5. Quasi-judicial Decision.
    A permit decision by an officer authorized by the local government in which judicial-like power is vested. The decision may be approval, denial, or approval with conditions and is subject to the applicable development standards of the land use codes or development codes.
     
  6. Queuing Area.
    A length of public or private street on the public side of an entrance gate that allows vehicles to exit the connecting street prior to the gate.
