Chapter 17E.060 Shoreline Regulations

Article V. General Requirements for Shoreline Use and Modifications: Part V. Requirements for Specific Shoreline Uses

Section 17E.060.600 Transportation Facilities

  1. Definition.
    Roads, streets, highways, bridges, bicycle and pedestrian facilities and other related transportation infrastructure.
     
  2. Transportation facilities shall be planned, designed, and located so that there is no net loss of shoreline ecological functions and so that there is not an adverse affect to unique or fragile shoreline features.
     
  3. Transportation facilities shall not adversely impact existing or planned water-dependent uses.
     
  4. Non-motorized transportation facilities shall be incorporated within planned transportation improvements.
     
  5. New streets or street expansions that are part of the City of Spokane designated regional arterial network shall not be allowed within the shoreline jurisdiction unless no other options are available and feasible.
     
  6. New local access streets or street expansions serving permitted shoreline uses shall be allowed within the shoreline jurisdiction and located on the landward side of such permitted uses.
     
  7. Pedestrian and bicycle linkages to existing or planned transportation networks shall be allowed in the shoreline jurisdiction and shall incorporate scenic views, viewpoints, and the preservation of significant natural features in their design, if feasible.
     
  8. Maintenance roads shall be allowed within the shoreline jurisdiction. When feasible, maintenance roads shall be pervious and also serve as public access to the shoreline.
     
  9. Street or alley vacation shall not be allowed within the shoreline jurisdiction except in compliance with RCW 35.79.035.
     
  10. Transportation corridors crossing the shoreline environment shall be consolidated in order to minimize the number of crossings.
