Section 17E.060.660 Shoreline Modifications and Uses Specific to Shoreline Environment Designations
  1. Definition.

The Shoreline Management Act makes a distinction between a shoreline use and shoreline modifications. A shoreline use is an activity that is allowed within the shoreline jurisdiction. In some cases, the shoreline must be modified in order to allow for the proposed use. Shoreline modifications include such activities as dredging, fill, or construction of a stabilization structure, jetty, groin, or weir.

  1. Shoreline modifications and uses are regulated according to specific environment designations, pursuant to Table 17E.060.670-1 and Table 17E.060.690-1, as well as the general use and modification provisions of Article IV and Article V.
  1. Table 17E.060.670-1, Shoreline Modifications, and Table 17E.060.690-1, Shoreline Primary Uses, display modifications and uses in each environment that are permitted:
    1. outright with a shoreline substantial development permit or exemption;
    1. as a shoreline conditional use; or
    1. with specific limitations.
  1. Shoreline uses and modifications not specifically identified in Table 17E.060.670-1 and Table 17E.060.690-1 shall be:
    1. evaluated as a shoreline conditional use;
    1. required to meet the intent of the entire SMP; and
    1. consistent with the management policies and character of the shoreline environment in which they are proposed to be located.
  1. Use and modification regulations shall achieve no net loss of shoreline ecological functions.
  1. All proposed shoreline uses and modifications occurring within the shoreline jurisdiction must conform to chapter 90.58 RCW, the Shoreline Management Act, and the entire City of Spokane shoreline master program.
