Chapter 12.05 General City Property
Section 12.05.063 Basic City Facilities – Criteria
- The following criteria shall be met before any decision to place a new or relocated Basic City Facility can be made:
- For police precincts, the chosen location shall:

- be visible to the public in a frequently-traveled location;
-
- provide access for the public to onsite services and for officers responding to reports of crime;

- be located within high visibility of patrol cars, foot and bicycle community policing patrols; and
-
- provide adequate space and facilities for co-deployed services and reception provided through mutual agreement with Spokane C.O.P.S.
- For utility facilities:

- the location must be designed to minimize conflicts with traffic to the extent consistent with efficient operations.

- the location must be designed and operated to minimize noise, odor, dust, or other negative impacts due to the operation of the facility to the extent consistent with efficient operations.
- For city-owned homeless shelters:
-
- the location shall not be located within three blocks of schools;

- the location must be accessible by public transportation; and
-
- a good neighbor agreement must be in place between the shelter provider and the surrounding businesses and the applicable neighborhood council
