Chapter 17E.030 Floodplain Management

Section 17E.030.030 Purpose

It is the purpose of this chapter to promote the public health, safety and general welfare, reduce the annual cost of flood insurance, and to minimize to the extent allowed by these provisions public and private losses due to flood conditions in specific areas, and to protect ecological systems, and their functions and values, by provisions designed to:

  1. protect human life and health;
  1. minimize expenditures of public money and costly flood control projects;
  1. minimize the need for rescue and relief efforts associated with flooding and generally undertaken at the expense of the general public;
  1. minimize prolonged business interruptions;
  1. minimize damage to public facilities and utilities such as water and gas mains, electric, telephone and sewer lines, streets and bridges located in areas subject to flooding;
  1. help maintain a stable tax base by providing for the sound use and development of areas of special flood hazard so as to minimize future flood blight areas;
  1. adopt procedures to notify potential buyers that property is in a special flood hazard area; and
  1. encourage those who occupy areas of special flood hazard to assume responsibility for their actions.
