- The owner of a building or structure in the process of construction or alteration under a current building permit may, at the time the final inspection is called, request the department of building services to issue a certificate of occupancy. When made in connection with the final inspection under a permit, the inspection for a certificate of occupancy is considered part of the permit inspection program and further data and a separate fee are not required of the owner.
