Chapter 17G.010 Building and Construction Permits
Section 17G.010.220 Application for Underground and Aboveground Storage Tanks
- The application for permit for the installation of underground or aboveground storage tanks shall be accompanied by plans and data sheets for all equipment in the installation. As applicable, plans and product information sheets, as described in subsections (B) and (C) of this section, shall be included.
- Plans shall be drawn to scale, with sufficient clarity to indicate location, nature and extent of the work proposed and show in detail that it will conform to the provisions of the International Fire Code and the Spokane Municipal Code. Details to be shown include:

- all property lines;
-
- all buildings on the site;
-
- location of tanks, with dimensions from the tanks to property lines and buildings;

- size of tanks;
-
- product to be stored in tanks;
-
- section through tank, showing grade elevations, depth of cover and bedding material;
-
- location of access manway;
-
- locations of piping, dispensers and related equipment;
-
- locations and methods of tank venting;
-
- physical protection methods for the tanks and/or dispensers;
-
- location of all piping associated with the tank;
-
- location and methods of tie-downs;
-
- secondary containment and spill control methods;
-
- description of any chemical processes involved;
-
- location and method of tank filling, including tanker access and turnaround provisions;
-
- location of emergency shutdown switch;
-
- signage in accordance with NFPA 704.
- Product information sheets shall provide the following details:

- Tank construction materials and listing.
-
- Operating pressure of tank.
-
- Material safety data sheets for the material stored.
-
- Piping material, showing compatibility with the product being piped.

- Method of cathodic protection/corrosion control.
-
- Method of leak detection.
-
- Dispenser information.
-
- Spill Prevention Control and Counter Measures Plan, or Hazardous Materials Management Plan when required by the fire official.
