Chapter 17G.010 Building and Construction Permits

Section 17G.010.230 Applications for Engineering Services Private Projects

The following application materials are required as a part of an engineering services private project application. Some of these application requirements may be waived or modified by the director of engineering services as the nature of the work applied for dictates. The items listed below would be provided by the developer of the project, a professional engineer or architect licensed in the state of Washington, or by the City. Design for sewer, water or street is to be in accordance with the current Standard Specifications for Road, Bridge and Municipal Construction by the Washington State Department of Transportation and the American Public Works Association; chapter SMC 17D.060 the City of Spokane Stormwater Ordinance and any approved amendments or addenda thereto, the City of Spokane Supplemental Specifications thereto; and the City of Spokane Design Standards – Engineering Services Department. The current requirements for a geotechnical report or drainage report are included within this document. A water hydraulics study, sewer study or erosion and sediment control study/plan is to be prepared by a professional engineer in such a manner as to show system adequacy for providing the necessary water or sewer utility to the project area or for protecting the project area from stormwater damage or the surrounding property from stormwater intrusion.

  1. Private or Public Sanitary Sewer System
    1. Prior to design approval, the following information is required:
      1. A copy of the final plat with addresses shown on each lot.
      1. A sewer study showing adequate capacity in line for project flow.
      1. Side sewer connection location shown on plan from building and/or property line to public or private sewer line.
      1. Boundary review board approval.
      1. County franchise.
      1. Utility connection annexation covenant including legal description.
      1. Easements including legal descriptions.
      1. Private sewer maintenance agreement.
      1. Certificate of concurrency.
      1. Erosion/sediment control plan.
      1. Shoreline permits, if applicable.
    1. Prior to construction, the following is required:
      1. Payment on any required fee or latecomer charge.
  1. Private or Public Water System
    1. Prior to design approval, the following information is required:
      1. Hydraulics study for adequate fire flow and domestic service.
      1. Service connection location shown on plan from building and/or property line to public or private water line.
      1. Boundary review board approval.
      1. County franchise.
      1. Utility connection annexation covenant including legal description.
      1. Easements including legal descriptions.
      1. Fire district/department plan approval.
      1. Certificate of concurrency.
      1. Erosion/sediment control plan.
      1. Shoreline permits, if applicable.
    1. Prior to construction, the following is required:
      1. Payment on any required fee or latecomer charge.
  1. Public Street System
    1. Prior to design approval, the following information is required:
      1. Traffic circulation plan approved by the transportation department.
      1. Signing, striping and channelization plan approved by the transportation department.
      1. Easements and street dedications including legal descriptions.
      1. Certificate of concurrency.
      1. Erosion/sediment control plan.
      1. Shoreline permit, if applicable.
    1. Prior to construction, the following is required:
      1. Paving waiver to not protest LID.
      1. Financial guarantee if the improvements are not completed by final plat approval.
  1. Public or Private Storm System – On-site Commercial
    1. Prior to design approval, the following information is required:
      1. Grading and drainage plan showing finished contour elevations.
      1. Required design details showing locations, sizes and elevations for all parking lots, drywells and bottoms of swales.
      1. Geotechnical report.
      1. Drainage study and report with calculated flows.
      1. Certificate of concurrency.
      1. Erosion/sediment control plan.
      1. Shoreline permit, if applicable.
  1. Public or Private Storm System – Multi-unit Development
    1. Prior to design approval, the following information is required:
      1. Certificate of concurrency.
      1. Geotechnical report with structural, underground drainage ability and roadway design issues addressed where necessary.
      1. Drainage study with calculated flows for site grading permit.
      1. Grading and drainage plan showing finished contour elevations and drainage structures utilized for grading permit.
      1. Erosion and sediment control plan with culverts, silt fences, straw bales, siltation ponds, etc. shown for stormwater flow control.
      1. Stormwater drainage study, report and plan for final multi-unit development project.
      1. Erosion/sediment control plan.
      1. Shoreline permit, if applicable.
