Chapter 17G.061 Land Use Application Procedures
Section 17G.061.130 Application Time Limits
- A decision on permit applications subject to this chapter shall not exceed the following for each type of permit (RCW 36.70B.080:

- 65 days for permits which do not require public notice.

- 100 days for permits which require public notice, and
-
- 170 days for permits which require public notice and a public hearing.

- The number of days is measured by counting every calendar day.

- A summary of the application types and requirements can be found in Table 17G.061.010.
- The number of days an application is in review with the City shall be calculated from the day the application is deemed technically complete as determined under RCW 36.70B.070 to date a final decision is issued on the project permit application. The number of days shall be calculated by counting every calendar day and excluding the following time periods:

- Any period during which the applicant has been requested by the department to correct plans, perform required studies, or provide additional required information due to the applicant’s inaccurate or insufficient information and the day when additional information is submitted by the applicant.

- Any period during which an environmental impact statement is being prepared.

- Any period for administrative appeals of land use permits.

- 4Time periods may be extended for 30 days in the following cases:

- If the applicant informs the City in writing that the applicant would like to suspend the review of the project for more than 60 days; or
-

- If the applicant is not responsive for more than 60 consecutive days after the additional information has been requested to further process the application.

- If the permit requires approval of a new fully contained community as provided in RCW 36.70A.350, or a master planned resort as provided in RCW 36.70A.360, or the siting of an essential public facility as provided in RCW 36.70A.200.

- The time periods shall start over if an applicant proposes a substantial modification to an application as described in Section 17G.061.150 Modification of Applications and Permits.

- Annual amendments to the comprehensive plan are not subject to the requirements of this section.
- The City may, by adoption of an ordinance or resolution, modify the time periods to add permit types, change permit names or types in each category, address how consolidated review time frames may be different than permits submitted individually and address how projects of a certain size or type may be differentiated as provided for in RCW 36.70B.140.
