Section 07.06.160 Alternatives to Public Bidding

When it is considered impractical to initially prepare a procurement description to support an award based upon price, the Contracts and Purchasing Director and the requesting department may utilize a Request for Information (RFI) or a Request for Proposals (RFP), including in appropriate cases design-build proposals. The information received in response to the requests may serve as the basis for a future ITB or as the basis for competitive negotiation.

When the City pursues an alternative Public Works contracting procedure, such as for design-build proposals or procurement under an approved general contractor/construction manager (“GC/CM”) procurement method pursuant to Chapter 39.10 RCW, the City shall include, as part of the evaluation factors for all Requests for Qualifications (RFQ), the firm’s proximity to the project location.
