Qualifying Capital Improvement Project

A Qualifying Capital Improvement Project is a project in the Six-Year Citywide Capital Improvement Program, at an estimated cost of one hundred thousand dollars or more, paid for wholly or in part by the City to construct or remodel any publicly accessible building or permanent infrastructure.
The 1% for Public Art Program requirement established through SMC 07.06.425 applies to projects where a majority of the project is funded through an eligible fund and does not apply to any of the following capital improvement projects:
- for streets, sidewalks, or alleys unless authorized by the City Council through resolution or ordinance;
- funded by local improvement district assessments;
- under the authority of the Park Board;
- under the authority of the Spokane Public Library Board of Trustees;
- for studies, reports, or routine or emergency maintenance or repair; or
- for the purchase, update, upgrade, or replacement of equipment, vehicles, software, or building or mechanical systems.
The City Administrator or their designee shall have final determination as to whether a capital improvement qualifies for the 1% for Public Art Program consistent with the definitions in this section.
